Johan Marte Garteo was apprehended following a seven-month long investigation, where police determined he watched videos depicting children engaging in sexual acts, Secaucus Police Chief Dennis Miller said.
Garteo was charged with two counts of endangering the welfare of a child, Miller said. He was released pending a court appearance, Miller said.
